New York State Parks Open Doors: Free Access for Veteran Anglers
In a significant move to honor and support veterans, Governor Kathy Hochul signed a legislative package on November 10, 2023, aimed at providing resources and assistance to veterans and their families. Among the array of bills, S.3309A/A.6084A stands out as a beacon for veterans who enjoy the serene pursuit of fishing, as it grants free access to New York State Parks, historic sites, and recreational facilities for veterans and Gold Star families starting April 1, 2024.
Free Access to State Parks for Veterans
State Senator James Skoufis lauded the new law, emphasizing the deep commitment veterans have to their country. Starting in April 2024, over half a million veterans and Gold Star families will have the privilege of accessing New York State Parks without any charge. This initiative not only honors their service but also recognizes their right to enjoy precious moments with loved ones in the landscapes they valiantly defended.
Assemblymember Kimberly Jean-Pierre, chair of the Veterans Affairs Committee, expressed pride in sponsoring the legislation. She highlighted that this initiative allows veterans to enjoy outdoor spaces, spend quality time with their families, and appreciate the natural beauty of New York State. The legislation is a tangible expression of gratitude and support for the sacrifices made by veterans.
Support for Veteran-Owned Enterprises
In addition to the park access legislation, S.1671A/A.6140A focuses on supporting veteran entrepreneurs. It mandates the small business revolving loan fund within the Empire State Development Corporation to target and market to veteran-owned enterprises and service-disabled veteran-owned enterprises. State Senator Joseph Addabbo, Jr., underscored the importance of providing resources and opportunities to veteran-owned businesses, recognizing the sacrifices these individuals made for the nation.
Transparency in Housing Waiting Lists
S.2372/A.1084 addresses the housing needs of veterans by requiring the publication of the number of veterans or surviving spouses on certain housing waiting lists. This transparency allows veterans to make informed decisions about where to apply for housing, potentially increasing their chances of finding affordable homes. State Senator Jamaal T. Bailey emphasized the importance of supporting veterans in making informed decisions about housing and fulfilling the promise to those who have served.
Dignified Disposition for Deceased Veterans
S.454A/A.3116A ensures a dignified disposition for the remains of deceased veterans. The legislation directs counties and the city of New York to contact veterans’ organizations to collect unclaimed remains when no next of kin or designee is available. Senate Deputy Leader Michael Gianaris highlighted the importance of recognizing and respecting the service and sacrifice of veterans, ensuring they receive a proper interment.
Expanding Employment Opportunities
S.7378/A.7379 eliminates the “wartime service” requirement for certain civil service positions, broadening the application pool for interested veterans. Assemblymember Stacey Pheffer Amato emphasized the significance of acknowledging veterans’ service and providing them with employment opportunities, allowing them to return to civilian life with respect and dignity.
Establishment of Veteran Internship Program
S.291/A.1347 establishes VIP NY, a veteran internship program awarding ten percent of available internships in the Assembly Youth Participation program and the Senate Student Program to honorably discharged veterans. State Senator Jim Tedisco commended the program, highlighting its role in providing valuable work experience for veterans and expressing the state government’s appreciation for their service.
The legislative package signed by Governor Kathy Hochul represents a robust commitment to supporting veterans and their families in various aspects of their lives. For avid anglers in the veteran community, the free access to New York State Parks offers a unique opportunity to enjoy nature and engage in the therapeutic and recreational activity of fishing. As the state continues its efforts to expand veteran services, these new laws contribute significantly to recognizing and honoring the sacrifices made by those who have served in the armed forces.
